Public-Private Partnerships (PPPs) have emerged globally as an effective mechanism for delivering infrastructure and public services by leveraging private sector expertise, efficiency, and financing capacity. In developing and resource-dependent economies such as Mongolia, PPPs represent a strategic instrument to bridge infrastructure gaps, diversify funding sources, and enhance service quality without imposing excessive fiscal burdens on the state. This monograph provides a comprehensive analysis of the conceptual foundations, institutional framework, legal environment, and practical implementation of PPPs in Mongolia. It evaluates both the opportunities and challenges associated with adopting PPP models within the country’s unique political, economic, and social context.
