North Carolina Crimes is a guidebook for North Carolina substantive criminal law, designed primarily for use by law enforcement officers. Its main purpose is to help the law enforcement officer decide which offense should be charged, if any, and what evidence should be gathered to prepare a case for trial. The book is also written to be helpful to magistrates, attorneys, and judges, although citations to legal authority are limited (regional reporters are not cited, for example), and little material is presented on technical matters, such as indictment problems. In short, North Carolina Crimes is not a comprehensive treatise but a practical guide to substantive criminal law in North Carolina. Readers of the book should not rely on it as a source for the form of words to be used in charging an offense. Another Institute of Government publication, Arrest Warrant and Indictment Forms (formerly Arrest Warrant Forms), serves that purpose. This fifth edition incorporates statutory changes made through the 2000 session of the General Assembly and case law through volume 352 of the North Carolina Reports and volume 139 of the North Carolina Court of Appeals Reports. It supersedes all earlier editions and supplements.
