Товч агуулга:In this study, the assumption that deliberative global governance enables legitimate governance beyond the state is both theoretically justified and empirically plausible using the example of the WTO. For this purpose, a model is developed that transfers considerations of deliberative democracy theory on the function of law and civil society to international politics. The reconstruction of deliberative procedures in the WTO debate on access to essential medicines shows that if civil society actors build up public pressure to justify and at the same time legally codified obligations to justify apply, then argument-based interaction can be strengthened and the asymmetrical distribution of negotiating power can be put into perspective.
